cold weather and bed sores on fetlocks

My horse has sores on the front of her fetlocks from laying down. They won't heal up in this cold weather, the scabs just keep freezing and breaking off. I don't have a heated barn, so cannot use water to clean them as it just freezes instantly. Any suggestions?

Can you put leg boots on her for a few days?  You'd want to check them daily, but they shouldn't shift much if she's not ridden and in addition to protecting against friction, they might provide a little insulation and help promote healing.  I have no experience with this problem, however.
